　「医薬品ネット販売規制は過剰。通販継続に向け、国会で改めて議論を」――6月1日施行予定の
改正薬事法に伴う省令で、一般用医薬品（大衆薬）の通信販売が規制される問題で、与野党の若手
議員と浅野史郎・元宮城県知事など有識者、消費者が5月21日、衆院議員会館に集まりネット販売
継続を強く訴え、国の姿勢を批判した。

　厚生労働省は「対面販売でなければ安全性が確保できない」として、ネットや電話などによる大衆薬の
通信販売を省令で規制する。ネット業界や消費者などからの反発を受けて検討会を開いたが、議論は
まとまっていない。厚労省は経過措置として、離島の居住者などに限って2年間、通販の利用を認める
よう提案しているが、このままでは大半の人がネットで大衆薬を購入できなくなる。

　「この省令には与党でも疑義を持っている」――呼び掛け人・自民党の世耕弘成・参院議員はこう口火を
切った。省令施行まで時間がないが、まずは現行のままネット通販が継続できるよう訴えながら、国会で
議論の俎上（そじょう）に載せたい考えだ。

　ただ与野党とも、「党内に業界の権益を守ろうとする人やネットに偏見を持つ人がかなりいる」（民主党の
田村謙治・衆院議員）ことや、衆院選挙前というタイミングもあって党として一枚岩にはなれず、超党派で
活動することを決めたという。

　呼び掛けに応じて集まった議員は、2人のほか、自民党から山内康一・衆院議員、民主党から鈴木寛・
参院議員、市村浩一郎・衆院議員、鷲尾英一郎・衆院議員の計6人。「国会などで、きちんと議論する期間を
設けるべき。このまま突然ネットで買えなくなれば、PSE法（電気用品安全法）の二の舞になる」と市村議員は
懸念。鈴木議員は「役人の暴走を止めたい」と話す。
